CITY OF GILLETT COMMON COUNCIL

PROCEEDINGS OF REGULAR MEETING

Thursday January 5, 2012 

Mayor Brandon Miller called the meeting to order at 6:00 PM.  The Pledge of Allegiance was recited.  Present were Alderpersons Tod Anderson, Rick Raatz, Greg Rudie, Jeff Warrichaiet and Craig Kasten.  Also present were Clerk/Treasurer Leone Christensen, Deputy Clerk Stephanie Schmutzer, Police Chief Gary Pemrich, Fire Chief Tom Wolfgram, Department Heads Ron Anderson, Tim Christensen and Attorney Tim Schmidt. Public present were Kevin Smith, and Joan Koehn (Times-Herald).

Clerk took roll and informed Council that the Open Meeting Law had been complied with.

Motion by Raatz, second by Anderson to approve Council Minutes of December 1, 2011. Motion carried.

Public Input: None

CDA Report:  Given by Ron Lambrecht vice-chairman.  Motion by Rudie, second by Anderson to put building at 225 E. Main Street and surrounding lots up for sale at a price of $149,900. Motion amended to go with  Realtor with best value to be decided by CDA.  Motion carried on a roll call vote.  The City would like to get out of the Landlord Business.

Library Report:  Written report was e-mailed. The County will increase the Library budget by $3,000 next year.

School Liaison Report: Challenges are still being worked on with the Charter School.   

Tourism & Marketing Report: Written minutes were handed out. 

Financial Report: Deputy Clerk Stephanie Schmutzer went over financial report for the month.  Motion by Kasten, second by Raatz to accept financial report as presented.  Motion Carried. 

Police Department Report:  Monthly Police Report was e-mailed to council members. Officer Hicks will be going to school to become the Field Training Officer.  Morning  crossing guard is working out good. Still waiting for grant award announcement for WISCOM Grant for Radios. Chief will be attending Chiefs of Police Mid-winter Conference       

Fire Department Report:  Chief Wolfgram reported 2 mutual aid calls for the month.  New fireman is Jeremy Tranetzke.  Still looking for a few more.  Officers were elected and are the same as last year.  Received a supply of Double AA from Duracell.   

Health, Protection and License Committee Report:  Alderperson Warrichaiet reported that 2 building permits were issued in December.  Timer for curfew siren should be installed next week.

Board of Public Work Committee Report: Alderperson Rudie:  Getting ready for snow.   Alderperson Anderson read e-mail concerning the savings on our electric bill with replacing the lights thru a Grant.

Utility Committee Report- Alderperson Anderson.   An Engineering amendment signed August 2010 for $11,000 was overlooked.  Future out of pocket for the City would be $8,650.70.  The rest would come from cost savings for the project. Motion by Kasten, second by Raatz to approve   addition out of pocket expense not to exceed $8,650.70.  Motion carried on a Roll Call Vote.  Motion by Rudie second by Warrichaiet to approve bid from American Engineering Testing, for a cost not to exceed $2.425 for soil boring for 2012 Street Projects.  Motion carried on a roll call vote.

Finance & Personnel Committee Report:  Nothing to report.

Park & Cemetery Committee Report: Alderperson Kasten: No meeting for the monthFixed the line for electrical for Christmas for in the Park.

Planning Committee Report: Chairperson Raatz. Will work on Comprehensive Plan at next meeting.

Attorney Report: Nothing to report.

Mayor Report:  Mayor Miller: The Youth Authority is now meeting during their lunch hour  rather than after school.  Seems to be working out better.  Alex Wetzel is Chairperson and Maggie Hamilton is vice-chairperson.  They plan on setting up a face book page and doing an ice skating rink. Motion by Anderson, second by Warrichaiet to give them permission to do ice skating rink on parking lot next to fair buildings.  Motion carried.  Motion by  Raatz, second by Anderson to accept Kurt Darrow resignation as Ward 2 Alderperson.  Motion Carried.  He was thanked for his service.    Motion by Kasten, second by Raatz to not fill the vacancy made by Kurt Darrow and to have Mayor Miller be Temporary Chairman of the Finance Committee.  Motion carried with Rudie voting nay.  Irene Drakes term is up on the Library Board.  Motion by Rudie, second by Kasten to approve appointment of Kathy Campsure to Library Board.  Motion Carried.  

Clerk Report:  Christensen reported that  Brandon Miller and Irene Drake are running for Mayor.  Ward 1 Rick Raatz is running, Ward 2 Tod Anderson is running and Ward 3 Nanette Mohr and Debbie Rudie are running.  Elections is April 3rd.

Motion by Raatz, second by Rudie to adjourn into closed session under WI SS19.85 (1)(g) including Attorney Tim Schmid, Mayor Brandon Miller, Clerk Leone Christensen, Deputy Clerk  Stephanie Schmutzer and Troy Krueger  for conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved and WI SS19-85(1)(e) deliberating or negotiating the purchasing of  public business, whenever competitive or bargaining reasons requiring a closed session to discuss land purchases. The Council will not reconvene.
