Present were Mayor Brandon Miller, Clerk/Treasurer, Leone Christensen, Alderpeople Jeff Warrichaiet, Tod Anderson, Greg Rudie, Utility Department Head Ron Anderson, Public Works Department Head Tim Christensen, committee members Louis Danielson and Ruth Spang. Also present were Sarah Nunn and Cindy Wojtczak from Ayres. Craig Kasten was excused. Kurt Darrow was absent.
Roll was taken and the Open Meeting Law has been complied with.
Motion by Anderson, second by Warrichaiet to approve minutes of the 10-26-11 joint meeting. Motion carried.
Motion by Anderson, second by Warrichaiet to move item # 7 before 5. Motion carried.
Sarah Nunn from Ayres reported that it would be difficult to get a grant from USDA for water and storm sewer work. A loan from the USDA would most likely be for 40 years with an increase of approximately $28.00 per month per customer. This is not feasibly at this time.
Motion by Anderson, second by Warrichaiet to discuss 5 & 6 together. Motion Carried. Anderson said that since a grant is not available the Utility will not be able to fund the 2012 projects. Utility has to do Zipple Streets. Public Works could do storm sewer and full resurfacing for Zipple Streets. Could cut back on sidewalk and/or curb and gutter. Could be done with just trenching and not resurfacing the whole street. Street is 30 ft wide. Utility would need to do 20 feet for their part. 10 feet would be public works. Might not have enough money in Public Works budget to do Franklin and Armstrong Streets next year.
Motion by Anderson, second by Warrichaiet to go with Aryes for the Individual Project Supplement to Master Agreement for Professional Services for Preliminary Design and Final Design at a cost not to exceed $43,000. Motion carried on a roll call vote. Will decide at a later date amount to be paid by Utility and Public Works.
Written information was handed out by Sarah Nunn from Mike Liebman concerning items discussed by him at last meeting. Also had a Water Bill Rate Comparison for 2011 map. City of Gillett is the same or lower than other communities in the area.
An information letter is being worked on concerning storm sewer to educate the customers as to why it has to be done.
Update was given on the Wastewater Treatment Plant. About 98% complete. Have a few minor problems with the SCADA system.
Motion by Rudie, second by Anderson to purchase a pond cover for the WWTP project at a cost not to exceed $180,000. Motion carried on a roll call vote.
Next meeting date will be a joint meeting in January.
